Add kernel.eq6_config.skip Option

## Description

There are some edge uses in which running EQ3 only is useful. We should allow the user to specify that they do not want to run the EQ6 phase.

## Proposed Configuration

```yaml
kernel:
  kind: eq36
  model: b-dot
  charge_balance: H+
  eq6_config:
    skip: true
