Subject: [PATCH] chore: open 5.6.1 on release/5.x

Bump Version to 5.6.1 and the package-validation baseline to 5.6.0,
name 5.6.x (the latest release on NuGet) in the supported-versions
table, and add a 5.6.1 heading to every changelog, so each 5.6.1 fix PR
adds its line under it. The heading's date is set again in the commit
that gets tagged.
