A small release so the Desk can adopt a fixed agent: rejected external receipts no longer retrievable through the context readers (#242, a boundary defect of v0.11.0); the rehearse check sub-kind of ADR-0027 (#241); run leases and effect-host fencing (#223), the lease contract written once and implemented by the host store (desk #609); a bounded representation of the dialect declaration inventory so an accepted Desk collection fits the factory (#243: declarations by digest with paged reads through the read port, not a narrowing of the supported domain). The rest of the ADR-0025 batch is v0.13.0. Desk v0.14.0 pins this release (desk #677, option 1).
