showing this banner btw i can create accounts and upload or update proyects, and is in a wrong language (my browser is in spanish) before says "Account creation and uploading proyects is disabled by the moment"

The banner being there isn't a bug, neither is the ability to upload and update projects. If you're able to create new accounts then that's a bit of a problem.
