Describe the feature request
Followup from the discussion in PR #1452 (#1452 (comment)).
Currently, the user can turn Q limit checks in Newton-Raphson powerflow on or off by adding or removing q-limits to the respective voltage_regulator.
However, if there are convergence problems because of the limits, then it is cumbersome to delete them. Or, the problem is not with all limits, but only with limits on certain nodes. In than case, temporarily deactivating limits without having to delete them might also be an option.
To improve the workflow, global or node-specific or regulator-specific options/flags could be introduced to disable Q limit checks.
