Re the Foreword, there has been a conflict between SMPTE and ISO, and between SMPTE and SMPTE. ISO specifies the Foreword as Informative. Depending upon the SMPTE source document, it has been one or the other.
Re the "NOTE" statement, some notes contain more than one paragraph, so the above is not precisely correct. Perhaps the following?
"...or any text block specified as a "NOTE."
"...or any text block designated as a "NOTE".
Or just let sleeping dogs lie...
The keywords, "should" and "should not", indicate that, among several possibilities…
