how to install

i probably dumb , or illitarate to github UI
but i can't find any instruction on how to setup anywhere ,even in teh README where it usualy located.
if ,for once in my life , i'm not blind and it just not tel could you make it clearer ?

you usually want the zip that is in the latest release there (not the source code .zips)
run wh3mm.exe when unzipped
