Show case title/number only when appropriate for new vs existing cases

Case title and case number should be treated differently for new and existing cases.

Acceptance criteria

• Start a new case: do not show a case number or case title before the case has been filed/created.
• File into an existing case: after the case is located, show the case number and case title as read-only court data.
• Do not imply that a filer can edit court-owned case identity fields.
• Carry the same distinction through Review and later filing-history views.
• Preserve any separate user-editable filing/envelope description fields without conflating them with the court's case title.

I had the same instinct but also struggled to decide if this was truly 100% always the right thing to hide, and decided to make this something hidden by default that a user could override. Can we confirm that this isn't just a 99% right choice?
