Support configurable county- and court-specific filing warnings

Illinois partner feedback

Illinois expects some filing warnings/instructions to vary by county or court. Prior ILAO e-filing work found county-specific warnings that needed to appear in the filing workflow.

Acceptance criteria

• Allow jurisdiction configuration to define conditional warnings/help based on court, county, division/district, case type, filing type, or other relevant filing metadata.
• Support both inline contextual guidance and a blocking warning when a filing rule truly requires acknowledgement/action.
• Decide and document where warnings appear so they are shown before the filer passes the point where the information matters.
• Keep the mechanism reusable outside Illinois rather than hard-coding individual counties.
• Allow jurisdiction-maintained copy/resources.
