Cook County: support hearing scheduling for filings that require it

Cook County has built-in hearing scheduling for some filings. Illinois needs a product/technical decision on how LITEFile will handle filings that require or support scheduling.

Questions to resolve

• Which Cook County filing types require or offer hearing scheduling?
• What Tyler/EFSP APIs or metadata expose available dates/times and the selected hearing?
• At what step should scheduling appear, and when should it be required?
• How is a selected hearing persisted, reviewed, changed, and submitted?
• What happens when no hearing slots are available?
• Is this required for the Illinois/Cook MVP, or should Cook County launch be deferred until supported?

Acceptance criteria

• Document the supported integration path and affected filing types.
• If implemented, conditionally show scheduling only when applicable and include the selection on Review.
• Prevent submission when the court requires scheduling and no valid selection is present.
• If deferred, document the product guardrail so unsupported Cook filings are not silently accepted into an incomplete workflow.

This is a proxyserver feature that I’m not sure was ever implemented (if it was it wasn’t tested). It’s one of the features that had better support in ECF 5, so I think I had been anticipating switching to that before starting to integrate those features into docassemble interviews.
