Subject: [PATCH] Design: the scheduler places by cores, SMT siblings and
 shared caches

An empty commit that opens the design round for
issues/placement-is-blind-to-caches-and-topology.md. The design and its
roast are in the pull request's body; nothing is built until it is
accepted, and the build round drops this commit.
