Add support for GitLab as git host and GitLab CI to run Neptune #71

Why is this needed?

Teams using GitLab and GitLab CI want to run Neptune for Terraform/OpenTofu PR automation without switching to GitHub. Today Neptune is GitHub-centric (PR checks, comments, statuses, merge requirements).

What would you like to be added?

Support for GitLab as the git host (merge requests, GitLab API for MR requirements and comments) and for GitLab CI as the runner, so Neptune can run plan/apply in GitLab CI pipelines with merge request integration (e.g. MR comments, status checks).

Who is this feature for?

Teams that use GitLab and GitLab CI and want Neptune-style Terraform/OpenTofu PR automation (plan/apply, locking, MR comments) in their existing GitLab workflow.
