Subject: [PATCH] Upgrade UNSYNC_MULTISTREAM rule from TELEMETRY_ONLY to
 SUSPICIOUS_ONLY

Promotes the unsynchronized multi-stream timing bypass from a telemetry-only
signal to a support-tier suspicious flag. Addresses red submission id 5
(Unsynced Multistream Bypass, branch red-final-dry-run-20260427T1504).
