[Bug]: Multiple containers for the same directory dont have unique names in the docker permissions dropdown

What happened?

When you create two dev containers for the same directory path, the dropdown in Docker permissions for a specific devcontainer shows the directory name instead of the actual container name. This results in a dropdown with 2 identical names

Steps to reproduce

1. For a directory, create a dev container with a custom name
2. Create another dev container with another name
3. Go to Docker permissions and select a devcontainer
