Current behavior: on vertical scroll, top panel disappears quickly, shifting the rest of the page content further to the top than the finger movement suggested; this gives a feeling of losing control over scroll position, and sometimes leads to the main page content to be partially hidden beneath the iPhone isle - non-optimal reading experience.
Suggested behavior: top panel scrolls together with the rest of the page content; this means that part of top panel can at times be visible on screen, but the benefit is a more consistent page scroll experience.
