In the screen Timecards -> Add Timecard -> Continue -> Weekly Time and Materials Entry screen the "Department" Reporting Unit Class is hard coded to show in the "Report in" drop-down.
The name and available values should be selectable based on the Timecard checkbox in the System -> Reporting Units screen.
