The ESLint v10 bump breaks `npm run lint`: v9+ no longer reads
`.eslintrc`, and v10 drops the `--ignore-path` flag the script relied
on.

This ports the config to `eslint.config.js`, loading the existing
`eslint.base.yaml` through `FlatCompat` so the rules themselves don't
move. Everything else carries over as-is, `sourceType: 'module'`
included, and `eslint --print-config` resolves to the same rules
before and after.

`--ignore-path .gitignore` becomes an explicit `ignores`: `coverage/`
is the only gitignored JS we generate, and `**/.*` restores the
dotfile skipping eslintrc did by default.
