.makePublic() convienience method on PermissionSet

It would come helpful to have a simple method to set resource/container to publicly readable. As I understand it needs to add ALL_MODES permission for 'owner(s)' and READ for EVERYONE

In case where resource/container inherits permission set, code could set the owner(s) based on who it currently inherits.
