`@tsconfig/node20` does not match Node Target Mapping wiki

@tsconfig/node20 in this repo currently has lib es2023 and target es2022.

However, https://github.com/microsoft/TypeScript/wiki/Node-Target-Mapping suggests target es2023 for Node 20. Which target should we use, if we want to support Node v20?

I'd say ES2023; that was a mistake I made at some point on that page. Note Andrew's commit message: microsoft/TypeScript-wiki@40ebdf5
