Failed and skip state to progress step

Problem or use case

Progress steps component is not only usable for user input form with three states: current, incomplete, and complete. The component would be very helpful in cases to visualize a job running with the addition of failed and skipped states. Since the status map with styling and icon spec is hardcoded into progress-step-base.tsx, it makes it difficult to extend and customize.

Proposed solution

Add two statuses, failed and skipped with icons indicating red for failed and grey for skipped.

Alternatives considered

I considered using incomplete for failed status but it lacks the red color and cross which is typical for a failed state.
