feat: allow arbitrary number of initdata payloads to be defined

Today we have 'debug' and 'normal'. Along with #114 consider how we could define an arbitrary number:

1. Our ansible script is brute force. can it look for a path based template. e.g. initdata_*.tmpl or similar
2. Can we use lookups to propagate across namespaces and into the reference values
