Add CI, and fix a timezone-dependent test - #8

A GitHub Actions workflow runs the Python tests (3.9 and 3.13, on Linux and macOS), ruff, and the Rust tests and clippy on every push and pull request to main and development. Writing it turned up a test that built 'Sunday 5:30 AM' from a UTC moment and so failed in timezones behind UTC (for example Los Angeles); it now builds the local time directly. README gets a CI badge and CONTRIBUTING.md describes what CI checks.
ubuntu-latest moved to 26.04, which has no Python 3.9 build, so the 3.9 job could not start. The actions also move to v7, since v4 and v5 run on a deprecated Node runtime.

Also fixes a test that built a Sunday time from a UTC moment and so failed in timezones behind UTC (for example Los Angeles). Adds a CI badge to the README and a note about CI in CONTRIBUTING.md. No change to the plugin code or version.
