Lets a dedicated (non-Ranked, non-Practice) server run its own map rotation and switch game plugins on or off for itself only.
server_map_rotation+servers.map_rotation_shuffle; the server boots on its first (or a random) rotation map, workshop maps via+host_workshop_mapmap_rotation(MapChooser) gets the rotation written into its config files throughPLUGIN_CONFIGS, and is auto-loaded unless the server switches it offserver_pluginsDefault/On/Off overrides on top of the install load flags; a game mode's own plugins are not overridablesetServerMapRotation,setServerPlugins(each restarts the server once),importWorkshopCollection(adds a Steam collection's CS2 maps to the catalog, disabled for matches)
