feature: access card to restrict who can join a community server

Adds an Access card to the dedicated server page so an admin can restrict a community server to picked players, a minimum role, or members of an event while it is live.

• Open / Restricted toggle, minimum-role select, player picker and a new EventSearch (with each event's live/upcoming/ended phase)
• Warns when the Player Management plugin hasn't checked in, since it is what keeps players out
• Shown under Plugins on node servers and on its own for external CS2 servers
• Includes the server settings console (feature: server settings console with side tabs and one save #650): Map Rotation, Plugins and Access as side tabs with one save bar that says when saving restarts the server
