Adds a strict TypeScript foundation and migrates the AI Agent modules, components, and tests to TypeScript. Adds npm run typecheck, includes tests in the typecheck, and adds CI for typecheck, lint, tests, and production builds. Also clarifies AI API-key documentation. Validation: npm run typecheck, npm run lint, npm run test:run (412 tests), and npm run build. Follow-up: #21 tracks Redux typing needed to remove the intentional @ts-nocheck from aiAgentOperations.
