Summary

• The delegation-copy design notes still described Design 2's program-officer framing as the target. This points them at the authorization voice instead, and marks the old framing as the historical record.
• Touches TODO.md, the retroactive-funding redesign spec, securities.md, and the rollout note.

The branch also carried the already-merged indexer idle-head commit from #200. That commit was dropped on rebase onto current dev, so this PR is only the notes change.
