Fork-only CI branch: the combined upstream PR plus one commit that points uv at a pre-release index of the comma-deps Windows wheels on my dependencies fork, so the Windows entry runs green here until commaai/dependencies#107 publishes them to PyPI. Not for upstream; closes once that PR has published.

Superseded: the index commit now rides in the upstream draft itself (commaai#2427, last commit, marked TEMP), so its Windows entry runs on comma's CI.
