Issue #

Description

Posit no longer builds its own Python binaries (per https://docs.posit.co/resources/install-python-uv.html). Migrates installation to 'uv' as Posit recommends it keeping install path the same so existing Workbench and Connect configurations referencing that path keep working.

Also adds '--break-system-packages --root-user-action=ignore` to pip calls that install directly into uv-managed python

Definition of Done

  • [ X] The change is thoroughly documented.
  • [X ] The CI passes (R CMD check, linter, unit tests, spelling).

todo: We need to update meta/main.yml and README - currently it claims that Python is installed from Posit binaries, and that's something that is changing with this PR.

Additionally, let's add CHANGELOG.md (https://keepachangelog.com/en/1.1.0/) - we won't retroactively add the previous versions there (at least yet). For now, add [Unreleased] section for the changes made here. We will update it with [2.0.0] - <date> in a separate PR when we will release the new version.
