Reduce Vercel build spending while keeping the required staging → production release flow.
Included PR:
Validation: 21 local build-selection tests, Build and Test, and the full Desktop workflow passed for the hotfix PR. Vercel settings are verified: native unaffected-project skipping enabled, Basic build machines, queued concurrency, and function/runtime overrides preserved. All three staging apps built successfully on Basic machines. The app session endpoint and CommonLab staging page returned HTTP 200; the docs preview remains behind Vercel sign-in. The follow-up rule passed CI, and Vercel logs confirm the custom staging environment remains enabled. The latest custom staging deployment and both other app builds are ready on Basic machines.
Account cost controls: unused $10 Speed Insights subscription disabled, and a $5 overage notification budget configured without pausing production sites.
