Completes the durable phase-3 decision record required by discussion #232.
Four isolated candidates were built, fully tested, and benchmarked against executable parent 8bd1676 on one pinned GCC 14 host. The document records exact SHAs, batches, timing dispersion, RSS, scientific hash comparisons, and accept/reject reasons.
Outcome:
All benchmark artifacts and generated REPORT.md are committed in the private evidence repository through cdfea210c8b6a991f8e577f253447ee27d925e99. No unmeasured roadmap item is presented as an optimization; the remaining candidates are explicitly deferred with their scientific gates.
