fix: emit bare path from mktmpdir.py and sync README/GUIDE tables - #17

Conversation
mktmpdir.py printed "Created task directory: <path>" on stdout while CLAUDE.md documents it as outputting the path. Callers using $(mktmpdir.py) created directories literally named after the whole sentence. Status now goes to stderr and stdout carries the path alone. README and GUIDE listed 5 skills and 16 commands; the workspace has 9 and 24. Adds the missing ci-guard, cost-speed-meter, semantic-versioning and update-docs skills, the eight missing commands, and the workspace-development agent-doc.

Two workspace fixes found while reviewing #15 and #16.
mktmpdir.pyprinted prose on stdoutCLAUDE.mddocuments the script as "outputs the created path", but it printed the full sentenceCreated task directory: <path>to stdout. Any caller doingmkdir "$(uv run mktmpdir.py)"creates a directory literally named after the sentence. This already happened in a live workspace.Status text now goes to stderr, stdout carries the bare path:
$ uv run .ai-workspace/scripts/mktmpdir.py smoke-test 2>/dev/null .tmp/smoke-testcommands/architecture-docsalready redirects stderr, so it is unaffected. No test asserted the old format.README and GUIDE were out of date
Both listed 5 skills and 16 commands. The workspace has 9 and 24.
Added to both files:
ci-guard,cost-speed-meter,semantic-versioning,update-docs/check-code,/harness-lint,/harness-review,/harness-security,/repo-sync,/skill-review,/skill-verify,/update-docsworkspace-development(GUIDE only)Descriptions are taken from each item's frontmatter. These tables are hand-maintained, so
align-workspace.pydoes not catch the drift.Note on the markdown commit

fix: Auto-format markdown files to pass ruff format checkfrom #16 so CI is green standalone. main is currently red onruff format --checkbecauseruff>=0.11resolves to 0.16.x, which formats markdown code blocks. If #16 merges first the duplicate resolves to a no-op.Verification
All four CI jobs pass locally:
ruff check, ruff format --check, 177 tests, workspace alignment, pre-commit.
