Phase placeholders show "Phase unknown" for non-owners #563

Observed/Actual behavior

We are experiencing an issue with the scoreboard affecting a single player who is a member of an island (not the owner).

The scoreboard shows "Phase unknown" for island phases. The phase only updates visually when a player physically enters the island, but otherwise fails to fetch or display the phase data in the scoreboard.

Using placeholders: %aoneblock_my_island_phase% and %aoneblock_my_island_blocks_to_next_phase%
