feat: DeepSeek V4.1 Flash and GPT-6.1 Sol verified for tool routing - #10

Live probe 2026-10-20T18:12:51Z (3 samples + 1 function call each, paid on Base): both returned a well-formed tool call, so sync-model-capabilities sets supportsTools and both join VERIFIED_TOOL_FALLBACKS. They stay after the configured and benchmarked chains; no primary changes across the 88-request decision snapshot (20 tool decisions gain the two fallbacks). mistral/mistral-large-4 could not be probed: blockrun.ai's OpenRouter route 404s on max_price (Mistral's launch promo ended and its price doubled), so it stays unprobed and fails closed. The capability sync also picks up google/gemini-4-argon from the live catalog, unprobed.
