chore: update the 10.x test projects' packages (#517) - #518

Microsoft.AspNetCore.TestHost, Microsoft.AspNetCore.OpenApi and Microsoft.Extensions.Configuration(.Binder) 10.0.12 -> 10.0.14; EFCore.ComplexIndexes.PostgreSQL 5.4.0 -> 5.6.0 in the integration project and the smoke test's joint consumer; the CI newest-patch leg floats EF Core to 10.0.14 (Npgsql EF 10.0.3 is still the newest). The docs and the claim naming the ComplexIndexes version, and the float command in AGENTS.md and CONTRIBUTING.md, follow. Test-only: nothing under src/ changes. The 10.x test projects pinned test-only packages that have newer patches: the ASP.NET Core and configuration packages at 10.0.12, EFCore.ComplexIndexes.PostgreSQL at 5.4.0, and the CI leg that floats EF Core to the newest patch at 10.0.13. No shipping package is affected.
