clean up layout descs formats / reading. right now it requires a dat collection to be used when creating the dat database, and worldbuilder doesn't use dat collection since it doesn't have proper multi region support. we should be able to give a master property / etc ref directly, or be able to at least provide a portal db for it to read master properties and whatever else. also check out why 0x06007576 in 0x21000004 is not being read in media or something.
