Adds docs/release/beta-build-and-publish.md (rendered to HTML and EPUB): how to build the QUILL Lite 1.2.0, Quill Radio 3.2.0 and QUILL Cast 2.0.0 betas with build-quill-apps.ps1, and how to publish them to quillforall.org with scripts/publish_release.py. RELEASE.md links to it from Publishing to Beta.

Also: five Beacon test fixtures now close their frame the way the app does (Close, not a bare Destroy). The leaked sync timer fired into freed memory and crashed a shard-2 worker on CI (test_bulk_add_to_collection), which then sat until the 20-minute job timeout.

Checks: check_docs_artifacts passed; tests/unit/docs 50 passed; tests/unit/apps/beacon 309 passed.

Adds docs/release/beta-build-and-publish.md (with HTML and EPUB), the
step-by-step for building the QUILL Lite, Quill Radio and QUILL Cast betas
and publishing them to quillforall.org, and links it from RELEASE.md.

Five Beacon fixtures ended with a bare Destroy(), which skips _on_close: the
sync timer, the capture bridge thread and the store stayed open, and the
timer later fired into freed memory. On CI that was the shard-2 access
violation in test_bulk_add_to_collection, after which the replaced worker
idled until the 20-minute job timeout. test_auto_sync.py fixed the same
thing on 2026-10-13; the other five now close the same way.

…o-sync

The access violation in test_bulk_add_to_collection survived closing the
frame properly: on the CI runner, building a BeaconFrame that carries a
tray icon and the capture bridge's HTTP thread crashed the worker in native
code (SQLite one run, ListCtrl the next). These tests use none of the three,
and the Beacon docs test already skips them. Preferences keeps auto-sync,
which it exercises.
