One Sentence Summary

A developer running many Claude Code sessions can ask a question and get an answer without the session changing anything.

ACs Covered

  • After a question, the session answers it and changes nothing until the next prompt.
  • A session may still read files and look things up to answer a question.
  • After a question, a background task finishing does not make the session resume work.
  • After a question, a plan stated in the answer does not count as approved.
  • After an instruction, the session keeps working and does not stop after a commit or a finished step.
  • After an instruction, the session is refused a stop while changes are uncommitted, commits are unpushed, no pull request is open, or acceptance criteria are unticked.
  • A session may stop while it waits for the checks and the merge of its open pull request.
  • After a merge, the session is told the plan's single next open, unblocked issue, taking the highest priority.
  • The session repeats that until the plan has no such issues left or the owner says to stop.
  • A session may stop while the on-screen question window waits for the owner, and this has no code and could not be tested headlessly.
  • A session stuck on a problem is let stop after three refusals with nothing changed.

Decision Log

How does a session tell which issues belong to the plan it is working through?

Issues whose Part of line matches up to the stage are one plan, over using the area label, which can hold unrelated issues.

Does the block after an owner question stop subagents that are already running?

Subagents already running finish their work, over refusing their tools and leaving them half done.

How many times may a session be refused a stop before it is let go?

Three refusals with no change in its branch or unfinished list, over one refusal per turn, which would end long work early.
