feat(workflow): 新增群启用开关 /workflow:enable 与 /workflow:disable
/workflow:run 的 /v1/compile 与 /v1/run 请求各自默认超时由 600 秒提升到 1800 秒， 仍可用 WorkflowService__HttpTimeoutSeconds 覆盖。
公共素材（新增）：
- /小画家:公共素材 列出本群素材（所有群员）；/小画家:公共素材:添加:{name} 与
/小画家:公共素材:删除:{name} 需高权限（sudoers / 群管理员 / painter.manage）。
- 素材落盘于工作目录 painter/{群uid}/{名称SHA-256前16位}/，含 material.json 与图片文件；
同名添加覆盖，写入用临时目录 + 原子替换，增删在进程内串行。
- 三条指令跟随群开启状态：未 /小画家:启用 的群完全静默。
绘图引用：
- /小画家:画 支持引用消息：被引用消息中的全部图片优先参与绘图（引用消息的图片 > 本消息的图片）。
- 提示词开头 {name} 引用公共素材，命中则移除占位符并追加其图片，未命中则不替换、原样保留；
参考图总计不超过 MaxImages 张。
失败回发上游错误：
- PainterApi.GenerateAsync 改为返回 PaintResult，非 2xx / JSON 响应 / 空体 / 超时等失败
场景回发上游状态码与响应体原文（截断至 300 字符）。
文档：更新 src/plugins/AGENTS.md 的 Painter 条目。
测试：新增 PainterMaterialStore / PainterMaterialCommandHandler 用例，
扩充 PaintCommandHandler 与 PainterApi 用例；dotnet test 107 passed。
