build(deps): allow now-policy 0.5 patch releases - #2169

The package broker required exactly now-policy 0.5.0, which blocks compatible 0.5.x patch releases. Cargo.lock already fixes the version the shipped binaries build with, so the manifest only needs to state compatibility. Use a caret requirement, matching now-policy-api and now-policy-server-template. The resolved version stays 0.5.0. Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>
