resolves #522

• adds launchConfigs option to DIVe Metadata to allow multiple custom configs for a dive dataset or folders
• UI for adding and editing launch configs added the Cofiguration Settings
• Launch Buttons that will customize and display different options for local configs
• Launch buttons are only displayed when going into the DataBrowser for a folder that has launch configs. If on an invidual Dataset we don't display them
• Added a LaunchConfig option for MetadataFolders that is independent of Config on the dataset.
  • This allows for override launch configs that can be attached to specific metadata folders so all datasets have the launch options

TODO:

• Enhance the UI for adding launch configs
• Test it working while browsing in the DIVE viewer
• Test it in the DIVE Metadata Viewer
