In order to publish packages via PyPI an account with corresponding access tokens in needed. I would suggest to create an organization account for an organization called "EBFM". Refer to https://docs.pypi.org/organization-accounts/ for additional info.
Alternatives:
We could also use a private account (e.g. https://pypi.org/user/benjaminrodenberg/) for this purpose. However: This would require an individual to share their personal access token and let EBFM publish code through this token.
We could create an accound for the "person" EBFM (compare https://pypi.org/user/precice/). This would require an email address (e.g. info@ebfm.org). Problem here is that we need to share credentials.
I think using an organization is a much cleaner solution. Similar to a github repository we could sign in with our individual PyPI accounts and do not have to share passwords to get access. For community projects an organization comes at no cost.
One has to apply for a community organization by filling the following form (I will also provide a draft, feel free to comment and I can submit when everything looks ok):
Request a new organization
Organization Account Name (required)
EBFM
This account name is used in URLs on PyPI.
For example: psf
A joint project by German Climate Computing Center (DKRZ) and Uppsala University with the goal to make the model available as open source to the global Earth system simulation community.
We develop a Python implementation of a model developed at Uppsala University for accurate simulation of processes related to the formation of ice sheets and glaciers.
️Organization Membership Size (required)
2-5
Estimated number of PyPI Users you anticipate joining this Organization. Not the number of people in your organization.
Anticipated Usage
Provide a clear structure that does not rely on individuals as maintainers responsible for packaging and distributing the software.
Create a branding that is open to the community and not bound to a specific institution.
Tell us a little bit about how you plan to use PyPI Organizations features.
Note: I think one potential weak spot in the form above is the fact that we do not have a website and only link to a github repo living in Ward's private user space (https://github.com/wardvp/EBFM).
From this perspective @wardvp could also use a private PyPI account. I explained above why this is not idea, but maybe the organization feature is also an overkill.
I found out that creating an organization account is not necessary for a project to have multiple owners. I think we do not need this feature at the moment and will close this issue.

@wardvp and @k202077 : Would be glad to hear your opinion.
