metrics_push defaults to true; staging.toml sets it false, so the staging image serves only the :9090 exposition and pushes nothing to the Telemetry API. The push destination stays a compiled-in constant. Co-Authored-By: Claude Opus 5.5 (1M context) <noreply@anthropic.com>

Adds a baked
metrics_pushflag to the per-env policy. Defaults to off; an env setsmetrics_push = trueto push metrics over OTLP. The push endpoint is unchanged and still compiled in.
