Update TPLs

• Bump to C++20
• Update fmt 12
• Update RAJA suite to 2026
• Update VTK to 9.7 (August 2026)
• Add rocm 6.4.3 build to docker
• Sync super-build (legacy) method using CMakeLists.txt with spack build
• Remove tplMirror and tarballs. Rely on URL addresses for downloading in the super-build (legacy) method
• Update sscache so it works for HIP builds

Hi Randy, We can close it so we don't need to do two LC installs

aren't they redundant? Also we can just get rid of the non-spack TPL's at this point. We also shouldn't be distributing some of that stuff.

Randy, I'm also updating sccache. The old one wasn't able to cache the HIP objects correctly
