ci(contracts): build and test Soroban workspaces - #516
Adds a Cargo workspace and a GitHub Actions workflow for Soroban contracts. The workflow runs formatting, Clippy, tests, and Wasm builds, then reports artifact sizes. The changes also update governance storage-key construction and test setup.
Changes: Soroban contract workspace and CI
Layer / File(s)
Summary
Workspace and release configuration packages/contracts/Cargo.toml, packages/contracts/*/Cargo.toml, packages/contracts/flash-loan/src/test.rs, .gitignore
Adds a contracts workspace with shared release settings. Removes package-level release profile overrides, tracks two contract lockfiles, and adds explicit lifetimes to the flash-loan test setup return types.
Governance storage and test setup packages/contracts/governance/src/lib.rs, packages/contracts/governance/src/test.rs
Constructs voting-period and active-vote storage keys from symbols. Updates test setup to register a Stellar asset and provide token operations through a wrapper.
Contract CI checks and Wasm builds .github/workflows/contracts.yml
Adds formatting, Clippy, and test checks for both contract workspaces. Builds contract and wallet packages, then adds discovered Wasm paths and sizes to the job summary.

Merge Risk: Moderate · up to 5c341
The new contracts CI may fail on the reported governance TTL tests, which would block the required Wasm builds and size report. Resolve or confirm those failures before merging. The push path filter is a minor coverage gap.

Explanation
The title "ci(contracts): build and test Soroban workspaces" matches the main change. The PR adds a path-filtered GitHub Actions workflow that runs formatting, Clippy, tests, and Wasm builds for the Soroban contract workspaces. It also adds the Cargo workspace manifest that these jobs depend on. The title is specific and follows the conventional commit style. It does not mention the governance test repairs or the lockfile changes, but those are secondary.
Full details: Out of Scope Changes check
Explanation
Each changed area maps to #483 or to repairs needed to enable its checks:
.github/workflows/contracts.yml: the new CI job (in scope).
.gitignore: allows the two Cargo.lock files to be checked in (needed for reproducible CI builds).
packages/contracts/Cargo.toml: new workspace root with a shared release profile (in scope).
Member Cargo.toml files (flash-loan, governance, nft-marketplace, price-oracle, security-limits, smart-swap, timelock, vesting, yield-vault): removal of per-package [profile.release] blocks. Cargo applies profiles only from the workspace root, so these blocks must move to the root for the workspace to build as intended. The summary states that the root profile enables overflow checks and LTO and optimizes for size. This supports the change. The effective settings for each crate were not compared directly.
governance/src/lib.rs: replaces module-level Symbol constants with Symbol::new calls and removes unused DEFAULT_QUORUM_THRESHOLD. This is a compile or lint repair for clippy -D warnings. The public default voting-period constant is unchanged.
governance/src/test.rs and flash-loan/src/test.rs: test setup and lifetime repairs, described in the PR as governance test setup and contract compile repairs. Connected to the linked issue.
No unrelated feature, contract logic, or public API change appears in the summary. Cargo.lock files are excluded from review and were not inspected. Their content is not evidence for or against this assessment.
Full details: Description check
Explanation
The description follows the repository template in part. It has a Summary section that explains the workspace, CI jobs, lockfiles, and governance test fixes. It has a Validation section that reports which builds passed, which tests failed, and which local checks could not run. It includes the issue link (Closes #483). It does not complete the template sections for Testing checkboxes, Documentation Updates, AI-Friendly Documentation, Breaking Changes, Deployment Notes, or the Final Checklist. It also does not state whether packages/contracts README or Rust doc comments were updated, even though the template asks for these when packages/contracts/ changes. The author reports five failing governance TTL tests but does not say whether these block the merge.
Resolution
Complete the template sections that the description omits. Specifically: (1) fill in the Testing checklist and state which items apply; (2) state whether Rust doc comments and the contract README were updated, or explain why they are not needed, because the template requires these for packages/contracts/ changes; (3) add the Breaking Changes and Deployment Notes sections, including whether the new CI job is a required check; (4) state the expected outcome for the five failing governance TTL tests and whether the workflow will be red on merge; (5) complete the Documentation Updates and Final Checklist sections or mark them not applicable.

Explanation
Docstring coverage is 38.46% which is insufficient. The required threshold is 80.00%. Docstring coverage is scoped to functions touched by this diff. Analyzed 13 functions across 3 files. (3 skipped: 3 unsupported.)
Resolution
Write docstrings for the functions missing them to satisfy the coverage threshold.

Explanation
Scope: direct link #483 (open, active). No parent or contextual issues apply.
Implemented per the change summary:
[#483] Cargo workspace at packages/contracts/Cargo.toml with nine member crates. Met.
[#483] New contracts job runs cargo fmt --check, cargo clippy with warnings denied, cargo test for both contract workspaces, and stellar contract build for the wasm32v1-none target. Met.
[#483] Path filter on contract files and the workflow, with pushes and pull requests to main. Met in substance. The summary says the trigger is contract files or the workflow, not exactly packages/contracts/**.
[#483] Acceptance: a broken contract test fails CI (test step present), and all nine top-level crates plus the two smart-wallet crates build to Wasm (build step present). Met by design.
Not established:
[#483] Cache requirement. The summary says Cargo artifacts are cached but does not name Swatinem/rust-cache. The exact action is unverified.
[#483] Acceptance criterion: the job runs in under about 10 minutes with cache. The PR description does not report a timing, and this cannot be established from the code.
The PR description states that five governance TTL tests fail in the full top-level test run. The new cargo test step will therefore likely fail at this head. The job is not shown to pass.
The coding requirements listed in #483 appear implemented. Two acceptance and cache points lack evidence.
Resolution
Provide evidence for the following:
The cache step in .github/workflows/contracts.yml. Confirm whether it uses Swatinem/rust-cache.
A CI run of the contracts job at the current head, showing wall-clock duration with a warm cache. Confirm it is under about 10 minutes.
The current status of the five governance TTL test failures. Confirm whether the contracts job passes at this head or whether those tests are expected to fail in CI.

Run the workflow on every push to main.
GitHub Actions requires both branches and paths to match. A push to main that changes only files outside these paths therefore skips the contracts job. Remove the push.paths filter to meet the stated main-branch coverage objective. Keep the pull-request path filter. (docs.github.com)

Resolve the governance test failures before making Wasm builds depend on this step.
The PR description reports five failures in the full top-level test run. When those tests fail in CI, this step stops the job before any contract Wasm build or size report runs. Repair the TTL tests so the workflow can both reject failing tests and reach the required build checks.
