Notebook serialization fix + CI skips docs/notebooks - #16

The notebook's cell sources were stored as newline-split lists without trailing newlines, which nbformat joins into one line — every cell rendered as single-line garbage in Colab. Sources are now plain multiline strings (verified per cell). CI now skips the 10-job suite when only docs, markdown, or notebooks change — they cannot affect a single line of Rust, and a notebook tweak does not deserve 15 minutes of runners. This PR is itself docs+notebook-only, so it skips CI by its own rule.
