ci: add ci-passed summary check to unify required status checks - #70

Engine-CI.yml creates deeply nested check names that the skip workflow cannot replicate. Adding a simple ci-passed summary job to both workflows gives a single required check name that always appears as PASSING — regardless of whether source files changed or not.
