Re-vendor the devkit scripts at v0.8.0 - #176

scripts/dev/check.sh (templates/check.sh), scripts/dev/handover_check.sh (lib/handover_check.sh) and the new scripts/dev/changed_checks.py (lib/changed_checks.py) from judgment-pack-devkit v0.8.0, each with the release on line 2. check.sh gains --changed [BASE]; the CI workflow is unchanged here, so pull requests still run the whole list.
