All notable changes to tagged releases are documented here.

## 0.36.0 - 2026-10-19

This release is cumulative from the last published Runtime, `v0.34.0`. It includes
the offline Policy additions recorded under `0.35.0` below and the later explicit
contract candidate (#296, ADR-0060). The `v0.35.0` draft at
`515724946fe83e7db800b4281e74d5daf06524fa` remains held and unpublished; its tag
is not moved or reused for this release.

- Add experimental offline Policy prototype `0.0.2` tools for `policy` and
`governing-adoption`: CLI `experimental policy
contract|init|schema|canonicalize|digest|validate|check` and seven experimental
MCP equivalents. They check supplied document forms, exact retained-material
closure, raw/canonical identity, section anchors and structural Pack references,
with bounded inputs and pinned provenance (ADR-0059). Starter templates retain
missing-material warnings. No acquisition, implicit project reads, evaluation,
publication, approval or current governing-authority determination is performed;
full Core semantic validation is outside these checks.
- Add the separately pinned, **unadopted, proposed-draft** Policy contract
candidate `formatVersion: "1.0.0"`. Explicit `contract --all-formats` discovers
both formats; `--format-version 1.0.0` selects the candidate contract, templates
and schemas. Supplied documents dispatch by their exact selector. The default
contract and prototype reports retain their existing shape; no document is
silently migrated. Artifact `version` is separate from `formatVersion`.
- Candidate reports identify their own provenance and capabilities. A full
candidate `check` alone supplies the portable `candidateResult` valid/refused
object; encoding and document-only checks do not claim retained-material
validity. Candidate checks preserve original Pack and retained-material bytes,
ordered refusal phases and candidate-specific URI assertions. The shared Go
harness agrees with all 124 pinned portable result objects; this is same-vendor
evidence, not independently authored interoperability evidence. Existing 24 MiB
material-transport and 16 MiB MCP request-line ceilings still apply.
- Refuse duplicate MCP argument names without echoing arbitrary rejected names,
across the shared transport guard. Known names remain actionable and spelling
remains exact. Prototype Policy schema findings return a stable sorted unique
first 100, mark partial reports with `diagnosticsTruncated`, and bound material
length literals before schema numeric conversion.

RFC 0023 remains **Review and unadopted**. Neither the prototype nor the candidate
is a stable Policy format or normative conformance class. Runtime's complete
conformance claim remains solely in `CONFORMANCE.md`. These offline tools confer
no execution permission. Runner's separate experimental
`local-admin-manual-pack/1` host profile requires explicit enrollment and fresh
anchored authority admission; published Desk still pins Runtime `v0.34.0` and
Runner `v0.23.0`, so coordinated companion adoption remains pending.

`55a23b884f0ce67fe6a9141b04e081a518fd5d61` source used in the combined manual
acceptance. Tagged archives, checksums, attestations, native archive smoke and
publication checks for `v0.36.0` remain release gates; this documentation-only
preparation does not establish them.
