Implements the linter core for the email quality toolkit:

  • lintEmail(result, { rules?, off? }) runs the built-in set plus extras
  • Rules: no-flex-grid-layout, no-external-stylesheet, no-script-or-form, img-needs-alt-and-size, link-hygiene, html-lang-and-title, unsubscribe-present
  • Every finding carries partId when the markup is in a part, plus message, fix, clients and a short excerpt
  • 100% coverage on the new file

Updates the quality toolkit status. Next slices will add dark-mode contrast, result.quality, and the inspector/CLI findings surface.
