Bot 继续按每日计划或手动请求检查 server 的 OpenAPI schema，移除即时通知触发器。
现有同步流程会在 schema 内容未变化时保留来源提交，不创建只更新提交号的 PR；内容变化时才更新。

actionlint .github/workflows/openapi-sync.yml、git diff --check和 PR CI 通过。
